The Galaxy Cooper has a resolution of 320x480 pixel, with an ARM11 CPU (ARMv6 architecture) with Adreno 200 GPU, so it's remotely similar in spec (hardware-wise) to HTC Desire (Snapdragon which is ARMv7 and Adreno 200 GPU). A device with a Coretex-A8 and a PowerVR 530 or 535 GPU may work well with 320x480 for example but be slow on a device with 480x800 pixel, due to the increase fillrate. It's not easy to chose a device, because there are plenty of them, with different resolutions, since the resolution plays a big role.

Devices with SGX535 should work to for lower requirements (as said depends the game you want to make). It has a Cortex-A8 (which is an ARMv7 CPU) and a PowerVR SGX540 GPU which is quite good. The mid-level devices nowadays are single core devices with a decent GPU, like the Galaxy S: You should more likely look for devices in the range of HTC Desire, which is also already 2 years old and is today considered as a "low end" device, with it's Adreno 200 GPU (the current mobile genreations with Adreno use 220 which is like 3 generations after 200).
